@Neros3443 I believe what happens is that each town has a certain amount of lawmen. If you kill all of the spawned ones They are gone until you commit another crime.

yea dude i tried making a ghost town in mexico somewhere (think it was chuparosa or whatever), doesnt work, the mexican dudes just keep spawning. Does this only work in Nothern US or wut?
